A, E - incorrect - suggest structures are high and not the vacancy rates C -awkward - passive voice
D - incorrect - it should be and instead of with, further word that follows encourage must be a noun and not a verb.

80). B is the best choice
A, C, D - incorrect - dangling modifier ( Book awards is modifying sector of publishing)
E - incorrect - Wrong tense..it should be present perfect tense -1950 --- till date.

Also from then on is redundant.

The answer cannot be E as this choice had got tense problem...Just go through it once again, if still you have doubt I'll explain you in detail.

Why does encourage need to be followed by a noun(capital investment).why is encourage investing wrong?

i think the sentence is wrong in 80
coz university-press books is singular .. as it is confirmed from the phrase it precedes..
it says A large and increasingly influential sector... see sector
sector refers to university-press books so its singular.

Good point..yes if you consider University-press books as singular or the name of a company..Choice B will be wrong too...

But then one can consider the same as: the books of University-press :)

In all you can say B is best of all given choices...
